Sir,
I have the honour to enclose, for transmission to
His Honour the Chief Justice, a Letter of Request and its
enclosure issued by the Supreme Court in Hongkong and
communicated to me by the Registrar of that Court, re-
questing me, in my capacity as Judge of a Provincial Court
in China to move the Namhoi Magistrate at Canton to serve
a writ of summons upon one Chu Pak Ngok, the Defendant
in an action for the recovery of a debt, now pending in
the Supreme Court in Hongkong.
I regret that I cannot comply with this Letter of
Request for the following reasons.
In my capacity as Judge of a Provincial Court in
China, I am unable to communicate officially with a Chinese
Magistrate or other Chinese Authority. A communication of
His Excellency,
The Governor,
Hongkong.
